Republican insiders are scratching their heads trying to figure out what attorney general Jim Petro is doing in his bid to become the GOP gubernatorial candidate next year. Does Petro intend to portray himself as a conservative? If so, why did he call secretary of state and rival candidate Ken Blackwell "an extreme right-winger" in an
interview last week with David Skolnick of the Youngstown Vindicator, and imply that auditor Betty Montgomery, the other major candidate for the Republican nomination, needed to drop out of the race so that moderates could rally behind him? If Petro intends to campaign as a conservative, why did he suggest last week to Mark Naymik of the Plain Dealer that he might end up with a new lieutenant-governor running mate to replace conservative Hamilton County commissioner Phil Heimlich?

Then again, if Petro intends to campaign as a moderate, why is his new TV ad touting his opposition to abortion and gay marriage and claiming that the Bible and faith direct his decision making? If Petro wants to be perceived as a moderate, why did he fashion his own version of a constitutional amendment to limit state government spending after Blackwell already worked through the petition process to place a tax-expenditure limitation (TEL) amendment on next November's ballot?

The inconsistency of message is only the latest in a Petro campaign that has been full of missteps since Election Day 2004. In the immediate aftermath of President Bush's re-election, Petro had the campaign cash and the political endorsements to make him the clear frontrunner for the GOP gubernatorial nomination. He also had several natural advantages over his two main rivals. Petro lacked the high negatives that Blackwell had because of the secretary of state's involvement in the contentious presidential election; and Petro's switch from pro-choice to anti-abortion put him within the mainstream of the Republican party, as opposed to Montgomery's consistent pro-choice position.

But as soon as the gates opened for the 2006 race, Petro stumbled. On Thursday, November 4, 2004, Petro held a meeting with his staff at the attorney general's office at which he told a joke about being kissed on the cheek by men while on the campaign trail, but that with the passage of Issue 1 -- the constitutional amendment banning gay marriage in Ohio -- he didn't have to worry that the kiss would lead to anything more serious. Or something to that effect. The exact wording of the joke has never been resolved, and it seems to have been an off-the-cuff remark, but a gay staff member was offended and went to the media.

Petro then had to do damage control by publicly apologizing to gay-rights groups. The apology only reinforced the skepticism of religious conservatives toward Petro, since the attorney general had opposed the anti-gay marriage amendment. So Petro ended up angering both moderates and conservatives, when if he had only kept to the business at hand at his staff meeting and not tried to make a lame joke, there would have been no controversy at all. This early and minor incident, however, has been emblematic of the entire campaign.

Petro supporters maintain that the attorney general's current problems are, to a large degree, due to governor Bob Taft's ethics woes. They blame the unpopular Taft for causing the the public to sour on all establishment Republicans like Petro, and allowing Blackwell, who has long been a Taft critic, to reap the benefits and jump into the lead in the GOP primary. As Taft's ethics convictions fade into history -- so Petro's supporters maintain -- voters will return to the perceptions of the candidates they had back in the summer of 2004, when Petro appeared to be the frontrunner.

The difficulty with accepting this scenario is that many of Petro's problems have been self-inflicted. Petro was slow to respond to the ethics scandals at the Bureau of Workers' Compensation, and the later zeal he has shown in investigating and prosecuting has not erased the initial perception that he was off-the-ball when the problems first arose. His inordinately early choice of a running mate struck observers as a sign of desperation. And why Phil Heimlich, someone who was not generally reckoned as ready for statewide office and who is best known as a cultural conservative opposed to casino gambling and legal status for homosexuals?

Petro should have portrayed himself as the unifier, the only Republican who could gain support from both moderates and conservatives. He should have been producing policy paper after policy paper, touting himself as the "candidate of ideas". Instead, he trotted out a state-government reorganization plan similar to those that had been kicking around Republican circles since the 1980s and which then-governor George Voinovich failed to get implemented in the early 1990s. This is not to say that the plan does not have merit, but for months it remained the only proposal Petro was promoting. Now Petro has his "Citizens' Amendment for Prosperity", which will require approval by the state legislature to get on the ballot, but the perception is that his amendment is merely a pale reaction to work Blackwell has already done with his TEL amendment. There appears to have been very little thought given to policy development by Petro's campaign during the past 12 months.

Now Petro is compelled to start burning his cash with expensive television advertising six months before the primary in order to resurrect his campaign, but the message in the ads isn't always jibing with what Petro is telling the media in interviews. Conservatives have by and large made up their minds about the 2006 gubernatorial primary: they are supporting Ken Blackwell. Notwithstanding the television ads, Petro seems to have come to the same conclusion. Petro is going to have to start presenting a consistent message as an open-minded, common-sense thinker in the mainstream if he is to have any chance at all of becoming governor.

Many Republican observers -- even those who have publicly pledged their support to Petro -- will privately say that it's already too late, that Petro squandered his chance, and that Montgomery would make a better candidate for moderates to rally around. I have even heard the rumor -- though the source was from outside Republican circles -- that Petro may, in the end, leave the governor's race and file for re-election as attorney general. I don't put much credibility into that rumor -- if one of the big three Republicans drops out, it is most likely to be Montgomery -- but the fact that such a rumor is circulating is a sign of the perceived feebleness of Petro's campaign, despite the more than three million dollars he has already raised.

Five months remain until the primary, and that's a long time in politics. By spending his money properly and keeping to a consistent message, Petro could turn into the "comeback kid" and win his party's nomination for governor. But it would have to be an almost miraculous comeback.

Official Biography

At the end of his two terms in office, Ronald Reagan viewed with satisfaction the achievements of his innovative program known as the Reagan Revolution, which aimed to reinvigorate the American people and reduce their reliance upon Government. He felt he had fulfilled his campaign pledge of 1980 to restore "the great, confident roar of American progress and growth and optimism."

On February 6, 1911, Ronald Wilson Reagan was born to Nelle and John Reagan in Tampico, Illinois. He attended high school in nearby Dixon and then worked his way through Eureka College. There, he studied economics and sociology, played on the football team, and acted in school plays. Upon graduation, he became a radio sports announcer. A screen test in 1937 won him a contract in Hollywood. During the next two decades he appeared in 53 films.

From his first marriage to actress Jane Wyman, he had two children, Maureen and Michael. Maureen passed away in 2001. In 1952 he married Nancy Davis, who was also an actress, and they had two children, Patricia Ann and Ronald Prescott.

As president of the Screen Actors Guild, Reagan became embroiled in disputes over the issue of Communism in the film industry; his political views shifted from liberal to conservative. He toured the country as a television host, becoming a spokesman for conservatism. In 1966 he was elected Governor of California by a margin of a million votes; he was re-elected in 1970.

Ronald Reagan won the Republican Presidential nomination in 1980 and chose as his running mate former Texas Congressman and United Nations Ambassador George Bush. Voters troubled by inflation and by the year-long confinement of Americans in Iran swept the Republican ticket into office. Reagan won 489 electoral votes to 49 for President Jimmy Carter.

On January 20, 1981, Reagan took office. Only 69 days later he was shot by a would-be assassin, but quickly recovered and returned to duty. His grace and wit during the dangerous incident caused his popularity to soar.

Dealing skillfully with Congress, Reagan obtained legislation to stimulate economic growth, curb inflation, increase employment, and strengthen national defense. He embarked upon a course of cutting taxes and Government expenditures, refusing to deviate from it when the strengthening of defense forces led to a large deficit.

A renewal of national self-confidence by 1984 helped Reagan and Bush win a second term with an unprecedented number of electoral votes. Their victory turned away Democratic challengers Walter F. Mondale and Geraldine Ferraro.

In 1986 Reagan obtained an overhaul of the income tax code, which eliminated many deductions and exempted millions of people with low incomes. At the end of his administration, the Nation was enjoying its longest recorded period of peacetime prosperity without recession or depression.

In foreign policy, Reagan sought to achieve "peace through strength." During his two terms he increased defense spending 35 percent, but sought to improve relations with the Soviet Union. In dramatic meetings with Soviet leader Mikhail Gorbachev, he negotiated a treaty that would eliminate intermediate-range nuclear missiles. Reagan declared war against international terrorism, sending American bombers against Libya after evidence came out that Libya was involved in an attack on American soldiers in a West Berlin nightclub.

By ordering naval escorts in the Persian Gulf, he maintained the free flow of oil during the Iran-Iraq war. In keeping with the Reagan Doctrine, he gave support to anti-Communist insurgencies in Central America, Asia, and Africa.

Overall, the Reagan years saw a restoration of prosperity, and the goal of peace through strength seemed to be within grasp.

Website Critical of County GOP Should Not be shut down, Judge says.

Judge Rules That Web Site Critical of Hamilton County Republican Party Should Not Be Shut Down

WASHINGTON, D.C. – A Cincinnati court today denied a request from the Hamilton County Republican Party to shut down a Web site critical of the party, accepting arguments made by Public Citizen.

The party on Nov. 18 requested that the site be shut down because its domain name, www.hamiltoncountyrepublicanparty.com, is nearly identical to the domain name of the party’s Web site, www.hamiltoncountyrepublicanparty.org. The party alleged that site owner Michael Dalton, a Cincinnati resident, committed trademark infringement and is guilty of unfair competition.

In a hearing today in the Hamilton County Court of Common Pleas, Judge Ralph E. Winkler denied the party’s motion to immediately order Dalton to refrain from using his Web site. In a memorandum of law filed to coincide with the hearing, Public Citizen, which is representing Dalton, argued that because the Web site is strongly critical of Republicans and several Republican judicial candidates, no reasonable viewer would confuse it with the Hamilton County Republican Party’s true Web site, and therefore there is no trademark infringement.  Dalton was represented at the hearing by Cincinnati attorney Bruce Whitman. 

In his brief, Dalton    also argued that the party’s motion for a temporary restraining order should be denied because such an order would constitute a prior restraint on political speech that would violate core First Amendment principles, and because trademark law pertains only to commercial speech made to promote a business. Moreover, legal precedent has established that trademark law is not implicated when a Web site is devoted to criticizing the holder of a trademark and is unlikely to confuse viewers.

“The trademark laws were not designed to prevent citizens from publicly criticizing a political party,” said Public Citizen attorney Gregory Beck. “The party was attempting to shut down a site just because it features uncomplimentary statements about it.   However, the court recognized that shutting down the site would have been a clear violation of Mr. Dalton’s First Amendment rights.”

Operation Lion begins in Ramadi to disrupt insurgency, set election conditions

OPERATION LION BEGINS IN SOUTHERN RAMADI

CAMP BLUE DIAMOND, AR RAMADI, Iraq — Approximately 200 Iraqi Army Soldiers and 250 Soldiers from the 2nd Brigade Combat Team (2-BCT) attached to the 2nd Marine Division, kicked off Operation Asad (Lions) Nov. 22, in the Tammim area of southern ar Ramadi.

Operation Lions follows Operations Panthers and Bruins, both of which were conducted in different parts of Ramadi. These operations involved Iraqi Army and Coalition Forces clearing sections of the city in order to disrupt the insurgency and set conditions for successful elections on Dec 15.

Terrorists operating in Ramadi continue to try and influence the local Iraqi citizens through murder and intimidation tactics. Terrorists linked to the Abu Musab Al Zarqawi network in Ramadi have vowed to prevent the local citizens from participating in the democratic process and exercise their right to vote.

Since Nov. 16, operations by the Iraqi Army and 2-BCT have resulted in 32 enemy killed and the seizure and destruction of four weapon caches, to include: surface to air missiles, rocket propelled grenades, numerous rockets, mortar rounds, artillery rounds, hand grenades, landmines, small arms, small arms ammunition and various IED making equipment.

“The Iraqi Army has been the main effort in many of our operations. They continue to exhibit professionalism and resolve in securing their country,” said Col. John L. Gronski, commanding officer, 2- BCT.

More information on the operation will be released as it becomes available.

U.S. Army medics hold clinic for Iraqi citizens

BAGHDAD (Army News Service, Nov. 23, 2005) -- Soldiers from 1st Battalion, 9th Field Artillery, conducted a medical capabilities assessment and clinic in Baghdad Nov. 18.

Medics set up the clinic in a local school, saw more than 100 residents, and dispensed medical advice and basic treatments.

“It’s basically a sick call for the people of Baghdad that we’re running here,” said Capt. Scott Baumgartner, 1st Bn., 9th FA physician’s assistant. “We saw an opportunity to do something good for the Iraqi people and followed up on it.”

School workers cleaned out two classrooms and medics set up a triage room where they took patients’ vital signs and made a list of their complaints.

After a screening in the triage room, the patients saw Baumgartner and Staff Sgt. Gilberto Colon, 1/9 FA medic platoon sergeant.

“At the triage room, we’re just looking for blood pressure, temperature, and to try and figure out what’s bothering them,” said Spc. Felipe Rodriguez, 1/9 FA medic.

Rodriguez said people were helpful in describing their symptoms to him.

An hour after the clinic opened, a large crowd had already formed outside the schoolhouse and Soldiers from A Battery, 1/9 FA formed them into orderly lines, and passed out stuffed animals and small Iraqi flags.

“Most of the complaints are pretty routine – upper respiratory infections, joint pain in older people and stomach aches,” Baumgartner said.

“It feels good to do this kind of thing,” Colon said, referring to both providing medical treatment and handing out gifts to kids. “You can see the people really appreciate it.”

Companies Ban 'Christmas,' Not Worried About Backlash

Several retailers have joined in the push to ban the use of "Christmas" in their in-store promotions and retail advertising. The new push to eliminate "Christmas" and replace it with "Happy Holidays," "Season's Greetings," etc. is gaining ground with several retailers participating.

So far, this year's list includes Kmart, Sears, Kohl's, Home Depot, Lowe's, Target, Costco, and Wal-Mart

Not wanting to offend a handful of complainers, these companies are willing to offend the vast majority who hold Christmas as a time to celebrate the birth of Christ. Their attitude is that those who identify themselves as Christians don't care if they eliminate "Christmas."

While it is too late to make changes this year, we have already sent letters to several major retailers we have identified as participating in banning "Christmas," asking them to put Christmas back into their in-store promotions and retail advertising next year. We have sent letters to the chairmen of Target, Home Depot, Wal-Mart, Kmart/Sears, Costco, Kohl's and Lowe's about their practice. (Lowe's even refuses to promote their trees as Christmas trees, but calls them "Holiday Trees." Their toll-free number is 1-800-445-6937.)

Please sign our petition letting these companies know that banning "Christmas" in their promotions and advertising next year will result in a loss of business. As we identify other companies participating in this practice, we will contact them.

Deadly Excesses From Hollywood

At the lavish new Waterfront movie theatre complex in Pittsburgh, an argument among audience members led to a fatal shooting. Those who defend Hollywood's violent and vulgar excesses should face a pointed question: which of the new films shown at the multiplex drew the customers who participated in this brutal murder?

Is it the animated Disney film, "Chicken Little"? Or had patrons been stirred to violence by viewing the gorgeous new adaptation of "Pride and Prejudice"? Predictably enough, the victim and his killers chose instead to pay their money to see the notorious "gangsta rapper" 50 Cent, appearing in "Get Rich or Die Tryin'." It shouldn't take a social scientist to determine that a movie like this, irresponsibly glorifying drug dealing and gang brutality, creates a more dangerous atmosphere than traditional family fare.

Worst of all, by releasing such loathsome material Paramount Pictures promotes a vision of African-American culture that's degrading, crude, racist and, ultimately, deadly.
